Erie, PA-(ENEWSPF)- A former resident of Pensacola, Florida who came to be known as the Bucket List Bandit pleaded guilty in federal court in Erie, Pennsylvania, to charges of bank robbery, United States Attorney David J. Hickton announced March 13.

Michael Eugene Brewster, 54, pleaded guilty to 11 counts before United States District Judge Sean J. McLaughlin. Brewster pled guilty to one count of bank robbery alleged in an indictment filed in the Western District of Pennsylvania for a bank robbery occurring on September 10, 2012. Brewster also waived indictment and pled guilty to bank robbery charges filed in an Information in the Western District of Pennsylvania, alleging 10 other bank robberies occurring in:

  • Arvada, Colorado, on June 21, 2012
  • Flagstaff, Arizona, on June 27, 2012
  • Pocatello, Idaho, on July 6, 2012
  • Roy, Utah, on July 6, 2012
  • Winston-Salem, North Carolina, on July 20, 1012
  • Altamonte Springs, Florida, on July 27, 2012
  • Chattanooga, Tennessee, on August 3, 2012
  • Bloomington, Illinois, on August 17, 2012
  • Columbia, Missouri, on August 29, 2012
  • O’Fallon, Missouri, on August 30, 2012

In connection with the guilty plea, the court was advised that between June 21, 2012 and September 10, 2012, Brewster robbed 11 banks across the nation. In the course of the bank robbery spree, Brewster used a similar method of operation and entered each bank, without being disguised, wore similar clothes, carried a dark leather notebook, presented demand notes containing similar threatening language to each of the victim tellers, and left the scene driving a 2009 black SUV, which Brewster had stolen in Pensacola, Florida. In his last bank robbery in Erie, Pennsylvania, on September 10, 2012, Brewster entered the Huntington National Bank, located at 2185 West 12th Street and presented a demand note, claiming that he had a gun and that the teller had one minute to comply. Brewster then claimed to the teller that he had cancer and did not care what happened. Brewster obtained bank proceeds and fled the area in a black SUV. Bank surveillance images and images from area surveillance cameras clearly depicted Brewster and the vehicle he used. Comparing the Erie Huntington Bank surveillance photographs with those from the 10 other bank robberies that had occurred throughout the United States confirmed that each robbery had been committed by the same person. On September 12, 2012, the FBI received a tip that the bank robber depicted in the surveillance photographs was Brewster. A review of Brewster’s Florida driver’s license confirmed Brewster’s identity as the bank robber. In addition, evidence disclosed that an arrest warrant had been issued for Brewster alleging that he had stolen a black Chevy Captiva SUV in Pensacola, Florida, on June 11, 2012. Once Brewster’s identity had been established in the Erie robbery, the FBI and law enforcement partners in the jurisdictions of the other 10 bank robberies confirmed his identity in those cases as well.

According to the information provided to the court about the 10 other bank robberies, Brewster entered the Chase Bank at 5250 Wadsworth Boulevard in Arvada, Colorado, on June 21, 2012, the Chase Bank at 1484 South Milton Road in Flagstaff, Arizona, on June 27, 2012; and the Ireland Bank at 486 Yellowstone Avenue in Pocatello, Idaho, on July 6, 2012, and obtained federally insured funds after presented a threatening note demanding money. In Roy, Utah, on July 6, 2012, Brewster entered the Wells Fargo Bank located at 5603 South 1900 West and obtained money after presenting a threatening demand note claiming that he had only four months to live. In Winston-Salem, North Carolina, on July 20, 1012, Brewster entered a Bank of America at 1209 Silas Creek Parkway and presented a threatening demand note indicating that he had nothing to lose and threatening to come back after the teller if any silent alarm was activated. Brewster obtained no money from the Wells Fargo Bank. Then, at the Regions Bank at 360 West State Road 436 in Altamonte Springs, Florida, on July 27, 2012; the BB&T bank at 2120 Gunbarrel Road in Chattanooga, Tennessee, on August 3, 2012; the PNC Bank at 2217 West Market Street in Bloomington, Illinois, on August 17, 2012; the Landmark Bank at 202 North Stadium Boulevard in Colombia, Missouri, on August 29, 2012; and the Lindell Bank at 4521 Highway K in O’Fallon, Missouri, on August 30, 2012, Brewster obtained money after presenting threatening demand notes, including a claim that he was armed with a gun.

Finally, according to information presented to the court, on September 13, 2012, a police officer with the Roland Police Department in Roland, Oklahoma, conducted a traffic stop of a black, 2009, Chevy Captiva vehicle and identified Brewster as the driver and sole occupant. A fake Utah license plate had been affixed to the vehicle. A computer check of Brewster’s name revealed Brewster’s outstanding arrest warrant in Pensacola, Florida, for allegedly stealing the Chevy Captiva vehicle. Brewster was then taken into custody and was found to be in possession of money from the Erie, Pennsylvania, Huntington Bank robbery. Among other items located in the Captiva vehicle was a handgun, money from the Huntington Bank robbery, the clothing worn by Brewster in the bank robberies as depicted in the surveillance photographs, and the leather notebook carried by Brewster into the banks he robbed. Brewster was then arrested on the Erie, Pennsylvania arrest warrant and he was returned to the Western District of Pennsylvania to face federal prosecution.

Judge McLaughlin scheduled sentencing for August 12, 2013, at 10:00 a.m. The law provides for a total sentence of 220 years in prison, a fine of $2,750,000, or both. Under the Federal Sentencing Guidelines, the actual sentence imposed is based upon the seriousness of the offenses and the criminal history, if any, of the defendant.

Assistant United States Attorney Marshall J. Piccinini is prosecuting this case on behalf of the government.

The Federal Bureau of Investigation in each of the jurisdictions, the Erie Bureau of Police, the Arvada Police Department, the Flagstaff Police Department, the Pocatello Police Department, the Roy City Police Department, the Winston-Salem Police Department, the Altamonte Springs Police Department, the Chattanooga Police Department, the Bloomington Police Department, the Columbia Police Department, the O’Fallon Police Department, and the Roland Police Department conducted the investigation that led to the prosecution of Brewster.

Enforcement To Be Stepped Up to Catch Drunk Drivers and Keep Roads Safe

CHICAGO--(ENEWSPF)--March 14, 2013. As St. Patrick’s Day approaches, the Illinois Department of Transportation (IDOT), Illinois State Police (ISP) and hundreds of local law enforcement agencies urge motorists to plan a safe ride home and never get behind the wheel after drinking. This weekend, state and local law enforcement officials across Illinois will increase patrols to crack down on drunk drivers as part of the statewide Drive Sober or Get Pulled Over public safety campaign.

St. Patrick’s Day is a traditional day of celebration with family and friends, at local parades, restaurants and drinking establishments. Too often, these celebrations lead to excessive drinking, which can turn deadly because of drunk drivers.

“Drunk driving is dangerous, deadly and against the law – and it will not be tolerated in Illinois,” said Illinois Transportation Secretary Ann L. Schneider. “Today we are giving fair warning to everyone traveling during St. Patrick’s Day that law enforcement officers will be out on patrol. If you are caught driving drunk you will be arrested. If you are observed not wearing a seat belt, you will be ticketed.”

Beginning March 14 and continuing through St. Patrick’s Day, Sunday, March 17, IDOT will provide more than $600,000 in federal highway safety dollars to fund additional roadside safety checks, saturation patrols and other impaired driving countermeasures. In addition, nighttime safety belt patrols will be funded including hundreds of nighttime patrols to counter low safety belt usage late at night. In addition to ISP and the Illinois Secretary of State Police, about 200 local law enforcement agencies are participating. A combined total of more than 1,000 roadside safety checks, safety belt enforcement zones and other enforcement activities will take place during the St Patrick’s Day period, with most patrols taking place on weekend.

According to statewide traffic safety data, during the past five years in Illinois, 10 people lost their lives in motor vehicle crashes on St. Patrick’s Day including three deaths during St. Patrick’s Day 2012 (fatalities occurring on March 17 from midnight through 11:59 p.m.). Two of the 10 fatalities since 2007 involved a driver who had been drinking alcohol. .

The National Highway Traffic Safety Administration (NHTSA) reports that more than 700 people were killed nationwide in crashes involving drunk drivers during St. Patrick’s Day holidays from 2006 to 2010. There were 129 lives lost in 2010 alone. (NHTSA defines St. Patrick’s Day as 6 p.m. March 16 to 5:59 a.m. March 18.)

On average, every 51 minutes a person is killed in a drunk-driving crash in the United States and the majority of these crashes involve drivers who have blood alcohol concentrations of .15 grams per deciliter or higher (g/dL), almost twice legal limit of .08 g/dL.

To help ensure a safe St. Patrick’s Day, follow these suggestions:

If you are hosting a party:

  • Remember, you can be held liable and prosecuted if someone you served is involved in an impaired driving crash;
  • Make sure all of your guests designate their sober drivers in advance, or help arrange ride-sharing with other sober drivers;
  • Serve lots of food and include lots of non-alcoholic beverages at the party;
  • Keep the numbers for local cab companies handy, and take the keys away from anyone who is thinking of driving impaired.

If you are attending a party:

  • Designate your sober driver BEFORE the party begins and give that person your car keys;
  • If you do not have a designated driver, ask a sober friend for a ride home; call a cab, sober friend, family member to pick you up or use public transportation if available; or just stay where you are and sleep it off until you are sober;
  • Never let a friend leave your sight if you think they are about to drive while impaired.
  • Always buckle up – it is still your best defense against an impaired driver.

Attorney General Madigan: Multiple Charges for Sexual Assault and Child Pornography in Operatio Glass House Arrest in Madison County

Springfield--(ENEWSPF)--March 22, 2013. A Roxana man is jailed on $200,000 bond and charged with multiple counts of sexual assault and child pornography after his arrest as part of Operation Glass House, Attorney General Lisa Madigan’s initiative that targets the most active traffickers who download and trade child pornography online.

Brian K. Cooper, 26, is charged with predatory criminal sexual assault of a child, a Class X felony punishable by six to 30 years in the Illinois Department of Corrections (IDOC), and aggravated criminal sexual abuse, a Class 2 felony punishable by three to seven years in the IDOC. Additional charges against Cooper include three counts of Class X child pornography and three counts of Class 1 child pornography. Cooper is being held in the Madison County Jail.

Madigan’s investigators joined Roxana Police and the U.S. Secret Service in conducting the search early Wednesday of Cooper’s residence in the 300 block of Rohm Place in Roxana. Evidence at the scene revealed computer files containing nearly 3,000 pictures and videos depicting alleged child pornography. Further investigation led to the charges of sexually assaulting a child. The Madison County State’s Attorney’s office filed the charges yesterday.

“Operation Glass House is focused on investigating and apprehending individuals who are actively downloading the most heinous child pornography and present the greatest risk of sexually assaulting children,” Madigan said. “In this case, our investigation led to a very dangerous person who is now facing charges of sexually assaulting a child, as well as engaging in child pornography.”

“The acts alleged in these charges represent some of the worst and darkest despicable acts that a person can commit,” said Madison County State’s Attorney Tom Gibbons. “Sexual assaults on children can cause deep and lasting emotional and physical scars that continue to traumatize victims long after the acts have ended. When those acts are recorded as child pornography, those children are re-victimized every time the recordings are viewed or transferred. For these reasons, it is imperative that we as a community do everything we can to prevent abuse and prosecute offenders when such horrible crimes happen.”

“This arrest by Roxana Police is the result of excellent cooperation with Attorney General Madigan’s office, State’s Attorney Gibbons and the Secret Service,” said Roxana Police Chief Jim Smith. “Our joint operation succeeded in locating a suspected child abuser and purveyor of pornography and should serve as a warning that law enforcement will act to protect our children and our community and we have the technological help to see what online child pornographers are doing behind closed doors.”

The public is reminded that the defendant is presumed innocent until proven guilty by a court of law.

This is the 39th arrest since Madigan launched Operation Glass House in August 2010 to investigate the most active and prolific child pornographers in Illinois. In the first year of Operation Glass House, Madigan’s investigations revealed a disturbing trend of offenders trading extremely violent videos of children being raped. As a result, Operation Glass House has focused on apprehending offenders who are seen trading and watching extremely violent videos involving children, including infants and toddlers.

Madigan’s office, with a grant from the Department of Justice, runs the Illinois Internet Crimes Against Children (ICAC) task force, which investigates child exploitation crimes and trains law enforcement agencies. Since 2006, Madigan’s ICAC task force has been involved in 540 arrests of sexual predators. The task force has also provided Internet safety training and education to more than 277,000 parents, teachers and students and 16,156 law enforcement professionals. Currently, 182 agencies are affiliated with the Illinois ICAC.

Chicago--(ENEWSPF)--April 4, 2013.  A Waukegan man is in custody on $50,000 bond after being charged with multiple counts of child pornography as part of Operation Glass House, a statewide initiative Attorney General Lisa Madigan launched to apprehend the most active offenders who download and trade child pornography online.

Rudolph Giovanny Dalpiaz-Cruz, 27, is charged with three counts of possession of child pornography, a Class 2 felony punishable by three to seven years in the Illinois Department of Corrections. He is being held in the Lake County Jail following a bond court hearing today.

“Child pornography is an unspeakable crime that has very real consequences. Every time an image of an infant or toddler being raped is viewed, it perpetuates the initial crime, further scaring these young, innocent victims,” Madigan said. “My office will continue to be relentless in targeting these offenders.”

Madigan’s investigators, with the assistance of Waukegan Police and the Lake County State’s Attorney’s Office, conducted a search yesterday of Dalpiaz-Cruz’s residence in the 1300 block of Golf Road in Waukegan where he was arrested after evidence of alleged child pornography was located. Lake County State’s Attorney Michael Nerheim’s office will prosecute the case.

“Child pornography has many victims. We will continue to proudly work with Attorney General Madigan’s office in a joint effort to aggressively seek out and prosecute these cases,” said Nerheim.

“We are grateful to the Illinois Attorney General’s office for using its resources to track down this predator,” Police Chief Daniel Greathouse said.

The public is reminded that the defendant is presumed innocent until proven guilty by a court of law.

This is the 41st arrest since Madigan launched Operation Glass House in August 2010 to investigate the most active child pornography traders in Illinois. In the first year of Operation Glass House, Madigan’s investigations revealed a disturbing trend of offenders trading extremely violent videos of young children being raped. As a result, Operation Glass House has focused on apprehending offenders who are seen trading and watching extremely violent videos involving children, including infants and toddlers.

Madigan’s office, with a grant from the U.S. Department of Justice, runs the Illinois Internet Crimes Against Children (ICAC) task force, which investigates child exploitation crimes and trains law enforcement agencies. Since 2006, Madigan’s ICAC task force has been involved in 541 arrests of sexual predators. The task force has also provided Internet safety training and education to more than 277,000 parents, teachers and students and 16,156 law enforcement professionals. Currently, 182 agencies are affiliated with the Illinois ICAC.

  • Remember, you can be held liable and prosecuted if someone you served is involved in an impaired driving crash;
  • Make sure all of your guests designate their sober drivers in advance, or help arrange ride-sharing with other sober drivers;
  • Serve lots of food and include lots of non-alcoholic beverages at the party;
  • Keep the numbers for local cab companies handy, and take the keys away from anyone who is thinking of driving impaired.

If you are attending a party:

  • Designate your sober driver BEFORE the party begins and give that person your car keys;
  • If you do not have a designated driver, ask a sober friend for a ride home; call a cab, sober friend, family member to pick you up or use public transportation if available; or just stay where you are and sleep it off until you are sober;

Attorney General Madigan: Waukegan Man Arrested for Child Pornography
